According to the news report, he threatened to shoot some people in a community garden next to his property, yet the police needed the garden organizer and an interpreter to get this information.

He reportedly was loading shells into a shotgun in his backyard, which technically is not a crime, but if there was an attempt to frighten or intimidate does constitute assault with a deadly weapon.
